Nursing seminar held

ITANAGAR, Mar 24: A seminar of 1st batch of general nursing midwifery (GNM) of Arunachal Institute of Medical Science (AIMSH) was held at seminar hall of Arunachal State Hospital Naharlagun recently. The seminar was organized by AIMSH in collaboration with Arunachal State Hospital (ASH) Naharlagun. Speaking on the occasion Dr R D Kirme, Chief Medical Superintendent, ASH stressed on the importance of practical training in Nursing. He also suggested the trainees to maintain discipline and punctuality. Kirme also assured that the state hospital will closely monitor and guide the training activities and ensure quality training imparted to them. Sharing problems faced by the institute, Managing Director of AIMSH T K Tara said more needs to be done to improve the institute’s infrastructure.

 

World TB Day observed at Changlang

CHANGLANG, Mar 24: World TB Day-2014 was observed with much fan fare and gusto at District Hospital, Changlang today. Banners with the theme:  “Reach the 3 million - Find, Treat & Cure TB” along with DOTS posters were displayed at various junctures.

At the very outset a TB run was organized by the District Health Society (RNTCP), Changlang which was flagged off by Dr. Kamlom Mossang, MO-TC from Halipad to District Hospital in presence of DMO Changlang and other medical officers. Around 27 participants including youths, general publics and medical staffs had participated in the run. During the TB run the participants were provided T-shirts & caps.

Later addressing a meeting, Changlang DMO Dr Parthasarthy Dutta gave a brief account on the implementation of DOTS, also highlighted the signs and symptoms of TB and  stressed on the need to report it to hospitals for early diagnosis and treatment.  Large number of people including medical staff were present in the meeting.

Dr. Kamlom Mossang while informing that the medicine for TB is  freely available in all the health centre  appealed the patients to take medicines under supervision from DOT provider. Apart from DOTS, DOTS PLUS programme for diagnosis and treatment of MDR-Tuberculosis has also been started and 06 patients of MDR-TB under Changlang district have been put on treatment. The key staffs of RNTCP M.K. Dhar, Rakesh Acharjee, Thangbo Tangha, Sintu Mondal, Lomhang Kungkho, Niri Riba & Laipa Taiju received appreciation from the DMO Changlang for their valuable contribution to ameliorate tuberculosis. The DMO also facilitated the winners of TB run with prizes and certificates.

 

Training of polling personnel held in Chongkham

NAMSAI, Mar 24: A hands on and intensive training programme was conducted for the designated Sector Magistrates, Micro observers and presiding and polling officers for ensuing  Lok Sabha and Assembly elections  at the Pali Vidyapeeth Chongkham  on March 23.

Addressing the 300 officials Ravi Jha, ADC cum ARO explained the new amendments and changes of Election Commission of India guidelines and appealed  everyone to go to the polling stations and  perform their duties in a confident manner to ensure free, fair and error free election. He also stressed that everyone should be very alert, firm and impartial during the poll process. He also said the Administration has left no stone unturned but everyone involved should do their duties with utmost sincerity for free and fair elections.

He also informed that a one Act play “At the polling station” is being staged on 28th March at Namsai Townclub where all the Presiding officers, Sector magistrates, Micro-Observer and all new and female polling officers must attend and get themselves acquainted on different aspects of poll procedures. The three master trainers K. Sharma, S.K Nair and Raju Dutta discussed every aspects of polling procedure in minutest detail and also demonstrated functioning and sealing of the Machine in a proper manner, according to an official release.

 

Cash seizure increases as election nears

ITANAGAR, Mar 24: With Flying Squad and Static Surveillance teams seizing Rs.2,35,000 today the total seizure of ‘illegal’ cash touched Rs. 86, 33,000.

According to an official release, the flying squads and SS teams operating in the state under ECI to check violation of Model Code of Conduct have seized cash Rs.2,35,000, 371 bottles Indian made foreign liquor (750 ml-46 bottles, 180 ml-271 bottles), 236 bottles beer (650 ml), 12. Bore Ammo (40), two .315 Rifles, 47 stickers of PPA, large quantities of INC posters (1 bundle), caps (21), muffler (10), flag (314), INC candidate posters (178) today.

 

Raid & seizure of illegal liquor continues

AALO, Mar 24: Raid and seizure of illegal liquor continues at different locations of Aalo township and adjoining villages by the Liquor Monitoring Team and Flying Squad team. The team led by Magistrate Lobsang Tsering, Superintendent of Tax and Excise Teli Ngomdir along with police personnel and excise officials seized 82 litres of  beer and 50 litres of IMFL from Bene, Pobdi, Pangkeng, Pessing and Jini villages. The raids and seizure are carried as per the strict guidelines of the ECI to election related nuisances that are likely to upset voting behaviour. DIPRO

 

Cash seized

TEZU, Mar 24: Static Surveillance Team seized Rs. 2, 09,800 from a businessman at Sunpura area in Digaru-Balijan Bridge  today. The seized cash have been deposited at Tezu Police Station and Judicial Branch of DC’s Office, Tezu.

Daily routine as well as surprise checks and raids are being conducted in and around Tezu by the Flying Squads and Static Surveillance Team.

Total Licensed Arms deposit in Police Stations across Lohit district as per latest report have increased to 372 and 17 Nakas are operational at Lohit District.

In an untoward frequency, the numbers of Vulnerable Polling Stations have increased from 46 to 55 at Lohit district. DIPRO

ITANAGAR, Mar 24: SS Pattanashetty, an Election Observer appointed by the Election Commission of India  for Lumla, Tawang and Mukto (ST) constituencies arrived at Tawang on March 21 last. He will be taking complaints regarding the elections.

 

Meeting on MCMC’s role & function held

YUPIA, March 24: The role of the Media Certification and Monitoring Committee (MCMC) was discussed in a meeting held at DC’s office, Yupia yesterday. During the meeting, the DC Ashok Kumar discussed the concept of MCMC in details and also briefed the members on their role as part of the Committee.

Informing about the video conferencing that was held on March 20 between the members of MCMC and the Election Commission of India, the ADC B J Duia also shared his views about the same. The MCMC for Papum Pare district was formed with the DEO Yupia as its chairman, ADC Yupia, The Editor, Arunachal Times and CEO ATV as its members and DIPRO Yupia as its member secretary. The committee has been constituted for the certification of advertisement of political nature on electronic media and to monitor the paid news on print media for the ensuing elections. Huge quantity of liquor bottle seized

YINGKIONG, Mar 24: Under the active supervision and monitoring of the DEO/RO Dr. Tariq Thomas, the Flying Squad Team headed by Adong Perin, EAC and Static Surveillance Team headed by Nancy Yirang, CO alongwith Police Personnel seized numbers of liquor bottles such as Beer 62 bottles and Whisky 204 bottles at Yingkiong during the last 48 hours. It is also reported that few numbers of check gates have been set up at main point to check all illegal materials   which may induce voters during the ensuing election. DIPRO

173 in fray for assembly polls

ITANAGAR, Mar 24: Battlelines for the April nine State Assembly and Lok Sabha (LS) polls have been drawn today as a total of 173 candidates are in the fray for the 60-member house and 11 for the two LS seats.

The nominations of 173 candidates out of the total 188 candidates, who had filed papers, were found to be valid during scrutiny, election office sources informed here today.

Of the 173 candidates, whose nominations were found valid, partywise breakup of candidates is Indian National Congress (60), Bharatiya Janata Party (47), Nationalist Congress Party (10), People's Party of Arunachal (19), Naga People’s Front (11), Aam Admi Party (1) and Independent (25).

Mamata Banerjee-led Trinamool Congress which contested the 2009 assembly elections in the state for the first time and won five seats, surprisingly has not fielded any candidates this time. However, the party has fielded one candidate from Western Parliamentary constituency.

For the two LS seats, the papers filed by all the 11 candidates - eight for West and three for East - have been found to be valid, the sources informed.

The Western Parliamentary constituency would witness multi-cornered contest with eight candidates in the fray namely Takam Sanjoy of Congress, BJP candidate Kiren Rijiju, PPA candidate Jalley Sonam, Aam Aadmi Party nominee Habung Payeng, Taba Taku of Lok Bharati, Trinamool Congress candidate Gumjum Haider, NCP nominee Gicho Kabak and Subu Kechi (IND).

The candidates for Eastern Parliamentary Constituency include Union Minister of State for Minority Affairs Ninong Ering (Congress), former BJP MP Tapir Gao and PPA nominee Wangman Lowangcha.

The last date of withdrawal of candidature is March 26.

Altogether 7,53,170 electorates, including 3,77,272 female voters, would exercise their franchise in 2,158 polling stations across the state.

 

 

Insurgency-hit Tirap-Longding all set for error-free elections

KHONSA, Mar 24: Tirap and Longding districts which are always in the news for insurgency-related incidents are all set for an error-free and free and fair Assembly elections slated to be held on the 9th of April. All preparations are in place and the employees entrusted with election work are working round the clock on a war footing to ensure a smooth election.

There are 99 polling stations in Tirap district and 68 Polling stations in the newly created Longding district. Though most of the Polling stations in both the districts are considered sensitive, there are some hyper-sensitive for which contingency plans of high security had been arranged. The Tirap DC who is also the DEO of Tirap and Longding districts Kamlesh Kumar Joshi is personally supervising all the arrangements. Flying Squads consisting of 3 teams in each Constituency had been formed for effective monitoring of electoral malpractices by the political parties.

A series of trainings for Presiding officers and Polling officers, awareness meetings, micro observer training and other election related activities have been carried out to ensure that there were no lapses whatsoever. EVM operation training will be conducted shortly to acquaint the Polling officers. Security checking is carried out round the clock in the Khonsa Township and other vulnerable areas to establish peace and rule of law. So far, all poll preparations are going on peacefully and smoothly.

The scrutiny of the nomination papers filed by the contesting candidates was done today peacefully in the DEO’s office. After the scrutiny, it has been found that there are 3 candidates in the fray from 54-Namsang, 5 candidates from 57- Borduria-Bogapani, 3 candidates from 55- Khonsa East and 4 candidates from 56-Khonsa West constituencies respectively. A keen contest is expected in all the Assembly constituencies. However, the picture will be clear only after 26th March which is the last day for withdrawal of candidates. The candidates are concentrating on house to house and village to village campaigning. No big rally or meeting has been held by any political party so far.     

Meanwhile, the ECI has appointed J C Chudasama, IAS as the General Observer for the Assembly elections 2014 for 54, 55, 56, 57, 58 and 60 [ST] Assembly constituencies of Tirap and Longding districts. ECI also appointed Ram Mohan Tiwari, IRS as Expenditure Observer for the same Assembly constituencies of Tirap and Longding districts assigned to the General Observer. His main job is to monitor the expenditure incurred by the contesting candidates as the ECI is very strict on this. DIPRO

 

 

Free  and fair elections the ultimate target: Observer

BOMDILA, Mar 24: In the maiden meeting with the contesting candidates and their election agents and others after the scrutiny, the General Observer for the Assembly elections Arvind Kumar Singh impressed on the need for a free and fair election and reiterated that every measure would be taken to ensure that the Assembly elections in the district passes-off peacefully. Free and fair election should be the ultimate target, he said.

Appealing the candidates to co-operate and comply with the Commission’s guidelines, the Observer said that the responsibility of creating a conducive atmosphere for conduct of a free, fair and peaceful election equally lies on the candidates and their supporters.

Earlier, DC cum DEO A K Singh dealt at length on the Commission’s guidelines, issues and the various preparedness measures taken for ensuring successful conduct of elections in the district.

Drawing the attention of the candidates towards violations of the Model Code of Conduct, DEO Singh urged them to ensure that they and their party members strictly adhere to the guidelines in order to facilitate peaceful and ethical voting. He also highlighted on the expenditure part and briefed them of the roles of the accounting teams.

Superintendent of Police Surender Kumar asked the candidates to submit Worry List (if any) to the district Police for redressal in order to create a conducive atmosphere for a free and fair poll. He also urged the candidates and their supporters to respect, co-operate and comply with the security measures put in force. Regarding the detailment of PSOs to the candidates, he asked them to apply which would be forwarded to the PHQ with inputs of the intelligence reports for approval.

Later in the meeting with all the AROs, Nodal Officers and Police Officers of the district, the General Observer sought detail feed- backs on issues such as poll preparedness in the respective ARO segments, security arrangements in force & deployment figures by the concerned Officer-in-Charges of the Police stations and preparedness by the Nodal Officers.

S P Kumar laid major thrust on planning of preventive mechanism and other security measures to be adopted in the few pockets of the district where the underground elements are active. He also directed the Officer-in-Charges to ensure cent percent deposition of the licensed arms in their respective Police stations by the stipulated time frame.

DEO Singh moderating the discussion directed all the AROs to personally supervise the training of the polling personnel and the Hands-on training of the EVMs.

Taking serious note of the reported instances of some government servants taking active part in the election campaigning in favor of some candidates, the DEO cautioned that, as and when such reports are received and authenticated, strict actions would be initiated against the defaulters.

In the intensified checks and seizures by the Town Magistrate and the Police in and around Bomdila Township, a total of 29 bottles of illegal liquor (IMFL) was seized and 17 vehicles were impounded with a penalty of Rs. 14,000.00 for violation of the MV Acts today. Also, a Maruti Van was seized for non-registration and want of necessary documents. DIPRO

 

 

Anjaw gearing up for elections

ITANAGAR, Mar 24: Anjaw district authority gearing up for the April nine simultaneous elections has conducted several rounds of training for sector officers, sector magistrates, micro observers, EEM teams, flying squads, SST, MCMC, VVT, VST, presiding  and polling officers and support staff at Hayuliang and Hawai since February 27 under the supervision of Nodal Officer (Training). The final phase of training will be conducted on March 30.

Anjaw District Election Officer (DEO) Duly Kamduk appealed all to work with sincerity, dedication and pay special attention during the training sessions so as to avoid error on the date of polling.

The flying squads and static surveillance teams are in action in the district since March 7 and have so far seized 66 bottles of IMFL. Rs.9,350 was also realized from traffic as fine for violation of various sections of MV Act during checking.

CCTV cameras have been installed in IMFL wholesalers located in the district and the Liquor Monitoring Team (LMT) with Tax & Excise Team is on the vigil.

One Company of B/119 Bn CRPF from Jorhat and one Platoon of 1st IRBn Personnel have been already deployed in the district for smooth conduct of election.

As of today, 134 licensed fire arms have been deposited in Police station, Khupa, Hayuliang with the last date to deposit firearms on or before March 25.

G. Sharma, Expenditure Observer for Hayuliang Assembly Constituency in a meetings with EEM and other teams at Khupa, Hayuliang recently asked them to carry out their duties with utmost sincerity.

D. Satapathy, General Observer who arrived here on March 22 has interacted with DEO on the preparedness of Lok Sabha and Assembly elections in the district.

The second phase training of all BLOs was conducted today under the supervision of Hayuliang ADC. The eligible voters are being imparted hands-on training on the EVM at the Voters' Facilitation Centres. This was stated by T Ratan, EAC (Jud) on behalf of the Anjaw DEO.

 

 

NHPC sponsors 10 children for cleft lip and palate treatment

ITANAGAR, Mar 24: NHPC’s Subansiri Lower HE Project under its Corporate Social Responsibility and Sustainable Development Scheme (2013-14) has partnered with Operation Smile, an International NGO for Cleft lip and palate treatment through plastic surgery for patients of Assam and Arunachal Pradesh.

This facility would initially be made available to the cleft patients of Lower Subansiri and West Siang districts of Arunachal Pradesh and Dhemaji and North Lakhimpur districts of Assam. Under this initiative, the project in its quest for cleft free surroundings took its first step wherein 10 children from Dhemaji district were flagged off along with their parents today afternoon to Operation Smile’s Comprehensive Cleft Care Centre, Guwahati for plastic surgery. The second batch of 20 patients of Dhemaji and Lakhimpur districts will move on March 26 for the surgery.

All expenses of the hospital along with boarding, lodging and logistic expenses would be borne under NHPC’s CSR and SD Scheme.

Flagging off the bus carrying 10 children accompanied by their parents, NHPC’s Subansiri Lower HE Project Executive Director Rakesh stressed that all stakeholder districts adjacent to the project would be made cleft free within 4 to 5 years and the expenses would be covered by NHPC Ltd. under its CSR & SD Scheme.

Ronel Kumar, General Manager (HR), Sh. SC Pal, Chief Engineer (C), RK Chaudhary, Chief Engineer (C), S Batra, Chief Engineer (C), GK Singh, Chief (HR), Samim Saha, Chief (Finance) along with Dr. LP Singh, Chief Medical Officer were present on the occasion.

Though the project hospital has also been catering its medical services for the benefit of local populace of Assam and Arunachal Pradesh, it is the first time that cleft deformity, a common problem in the world is being treated in association with Operation Smile.

 

 

NHPC provides computer training for school students under CSR

ITANAGAR, Mar 24: Extending its Corporate Social Responsibility (CSR) arm, the National Hydroelectric Power Corporation (NHPC) Limited has started a month-long basic computer courses for the students of Government Town Secondary School, Tawang on March 22.

Tawang Deputy Director of School Education (DDSE) Apel Tayeng, who attended the inaugural function, explained the importance of computer skill in today’s world and encouraged the students to take full advantage of the opportunity to learn the basics of computer education.

The Headmistress of School, teachers, computer trainers and NHPC officers were present on the occasion.

About 29 students and two teachers are attending the training.   

Earlier, a month-long computer training was provided to 105 students of Govt Sec. School, Jang (Tawang) six months ago.

Besides computer training, various other developmental activities are also being undertaken by NHPC in and around the project affected area of its two hydro-electric projects Tawang Stage-I &II.

It’s a shame for democracy

Best part of democratic system is holding of election, whereby citizens are given chance to elect leader of their choice. There are numerous countries across the world where people struggle to get such democratic form of governance. Arunachal Pradesh being part of Indian union, we have option to elect our choice of leader whenever elections are held. The tribal community of state who are known to be fiercely independent has always prided itself for actively participating in every election process.

However much to the discomfort of independent thinking citizen, six MLA candidates all hailing from Congress party are going to win unopposed. The candidates include Pema Khandu(Mukto), Tanga Byaling(Nacho), Punji Mara(Taliha), Bamang Felix(Nyapin), Mama Natung(Seppa West) and Takam Pario(Palin). There are reports that backdoor negotiation is going on in various other constituencies and we may witness more Congress candidates winning unopposed. Such trend does not augur well for democracy and it may lead to dictatorship. The MLAs who get elected unopposed will have no fear of anti-incumbency factor and also they won’t have to worry about dissident voice.  This will kill the very essence of democracy. It is hard to believe that same tribal community of Arunachal who has always been known for being fiercely independent is today bowing down to ruling political class and are accepting imposition of decision without giving a fight. It’s a shame for democracy.

Leaders setting wrong trend

Dear Editor,

This is with reference to the news item published on 23rd March regarding seizure of arms, ammunition, liquor and cash by flying squad member.  My dear would be leaders of Arunachal Pradesh for what purpose this huge number of arms, liquors, cash, and illegal items are required so urgently in this time of the election? Is there any conspiracy or strategic plan in the minds of our future leaders to create a "RESERVE/BACK-UP" armed local force against the Chinese invasion? Whatever is going on sounds rubbish and is because of dirty ideology of politicians. God decide the future of this state. Why don't our people understand that the "bullet never identify the owner alike the dogs do".

I really doubt whether police stations of district has such number of weapons which is being sized these days from public. Our leaders are deviating to the ideology of criminality, but remember people of state are not “disposal items." I would like to tell our leaders that, "Every action has an equal and opposite reaction".

Thanks to the officer and man from Arunachal Police, IRBN, CRPF and all other security agencies for performing your duty efficiently. Today we are safe because of the security personnel’s efforts.
